Was that not illegal for fishing many decades ago.. the effectiveness was alway dispute....even so way back we used to carry a bottle ozo liquor.. was never convinced it worked or didnt.

How are u sure it is small snappers and not bait fish?...which is very often the case
Small snappers tend to get hooked, bait fish tend to get away with a free feed....as suggested drop a sabiki with good hooks on it.. Bite make good ones.. tiny bit of squid on the hooks.
That way u will pull up bait fish, even small snaps , and if pannie snaps down there will pull those to... The snaps, will be lip hooked so return without damage.

It doesnt matter if it is 2m or 40m if baits are being stolen we drop a sabiki to find out who is steeling them.

My squid is cut up to bait sizes and usually long and not to wide... Then packed in salt in poly boxes for at least 2 months to toughen up... Completely   covered up .....Then goes into plastic bag and I add fish oil and aniseed oil...Shake up now and then......Stays like that just about forever......Try it.. Thank you everybody! I've salted my squid and got some dropper rigs sorted to the right distance, tomorrow is D Day, will let you know the results! Nick take a "sabiki" rigged rod and catch livies from around the wharf piles, "butterfly" em and cast them out....I can tell you that will last a heap longer. Good fun for  the youn uns while you are haulin them in. Yes 6/0 Black Magic KL's (recurve)
Try either a green or the new Pink lumo beads the bigger ones, put on above the hook of your dropper, a little torch from the $2 shop will charge them up to glow...
 
If you can find smaller squid say 4 inches long put it on the hook whole thread it 3 times, squid strips thread on twice at least. Also take a little bait rod & catch some livies. Fillet the Mackerals & put it on the hook threaded twice...
 
You're not doing anything wrong, your day will come. Patience & perseverance is key to success.
 
Something else you might want to try is, distance between 1st hook & the sinker, 1m (yup not misprint)
